Dr. Sheila Giesbrecht, CEO
Dr. Sheila Giesbrecht is an evaluation and organizational development consultant with over 30 years of experience supporting governments, indigenous organizations, post-secondary institutions, healthcare providers, regulatory agencies, national organizations, and nonprofit groups across Canada and the US.
She collaborates with organizations throughout the entire program life cycle, from strategic planning and program design to implementation, quality assurance, evaluation, accreditation, regulatory compliance, and organizational improvement.
Education and Credentials
Dr. Giesbrecht holds a PhD and a Master of Education, along with undergraduate degrees in social and economic development studies and education. She is also a Certified Evaluator with the Canadian Evaluation Association and has advanced training in project management, organizational change, and various evaluation methodologies.

Throughout her career, Dr. Giesbrecht has led complex projects that enhance organizational effectiveness, improve service delivery, support evidence-based decision-making, and ensure accountability to stakeholders, funders, and regulatory requirements. Her methodological skills include indigenous, participatory, feminist, culturally responsive, and developmental approaches, allowing her to create processes that are both rigorous and attentive to community priorities and organizational contexts.

A significant portion of Dr. Giesbrecht’s work has focused on advancing equity, reconciliation, and culturally informed practice. She has partnered extensively with First Nations, Inuit, and Métis organizations, northern communities, and populations experiencing systemic barriers, including poverty, homelessness, disabilities, chronic illnesses, and limited access to essential services.
